Position Title : National Program Officer, Labour Migration

Duty Station : Jakarta, Indonesia
Duration of contract: 6 (six) months subject to the medical
clearance,further extension based on performance, Full Time.
Estimated starting date : As soon as possible

General Functions:

Under the direct supervision of the Project Manager (PM) and the
overall guidance of the Chief of Mission (CoM) the incumbent will
conduct research and provide technical support for the
implementation of IOM's project "Promoting Dialogue and Information
sharing on labour migration between Indonesia and Malaysia,
Singapore and the Middle East". In particular, s/he will:

1. Assist the Project Manager with the day-to-day
implementation of the project's operational, administrative and
financial activities while overseeing the work of the project's
Admin/Finance Assistant.
2. Identify and conduct interviews with relevant ministries,
agencies and organizations involved in migration to analyze the
formal and informal working of policies governing migration and
their effectiveness.
3. Serve as the lead researcher/drafter of a Research Report
produced and disseminated which thoroughly incorporates
recommendations of GoI authorities involved in the process through a
Working Group.
4. Coordinate the project's study visits to 4 key destination
countries including Malaysia, Singapore, Bahrain, and Kuwait in
coordination with relevant IOM missions.
5. Prepare for consultation workshops organized in Jakarta for
policy makers, civil society, and other stakeholders.
6. Plan and support final conference in Jakarta including
participants from Indonesia and targeted labour destination
countries, as well as a wider stakeholder audience involving
Intergovernmental and International Organizations, civil society,
employers and recruitment agencies.
7. In coordination with the PM, liaise and coordinate with
national and international agencies, provincial and local
authorities, relevant organizations, and other units and projects
within IOM to meet program objectives.
8. Ensure that all administrative and logistics arrangements
for all project activities are carried out efficiently and
effectively and that requests for payment due to service providers
and local suppliers are accurate and necessary.
9. Prepare and submit monthly project progress reports to the
PM. Provide inputs to the progress narrative reports to be submitted
to the donor, and any other reports and information materials as
requested by the PM.
10. Undertake representational duties in project-related
functions (workshops, seminars, coordination meetings, etc.) on
behalf of PM, as required.
11. As requested, provide inputs into the development of new
project proposals.
12. Undertake duty travel related to project implementation,
monitoring, assessment and problem-solving, as requested.
13. Perform such other duties as may be assigned.

Desirable qualifications

Advance university degree in social sciences or law, or equivalent
experience. Prior specialization in migration issues with strong
research background and analytical skills.

Three years of field level experience working with national,
regional or international migration policies, conducting/drafting
research using migration data and information collected through
various interviews, study tours, etc. Strong experience working with
Ministries and Governmental institutions and senior representatives
in charge of labour migration policy and implementation would be a
distinct advantage as well as previous experience working in an
international organization.

Ability to conceptualize and design research techniques and analyze
complex practices and impacts covering a wide range of issues
regarding migration and labour policies. Proven ability to carry out
policy-oriented research on migration issues and to understand inter
and intra governmental interactions in the area of migration.
Ability to prepare research and publications of a high quality and
technically sound with conclusions that are relevant for Indonesia
and the region.

Good knowledge of labour migration issues and the questions of
national and international migration. Knowledge of Indonesia and
major destination countries for migrant workers is a distinct asset.
Excellent writing and analysis skills; Good interpersonal and
communications skills. Proven ability to work independently.
Personal commitment, efficiency and drive for results. Ability to
work in multicultural groups. Proven ability to work in a team.

Fluent in English and Bahasa Indonesia.

Position Title : Finance Assistant I

General functions:

Under the direct supervision of the Resource Management Officer (RMO) in Banda Aceh, the incumbent will be responsible for providing finance support services to the mission’s activities. In particular, he/she will:
1. Assists the Resource Management Officer (RMO) in monitoring the finance activities of IOM sub-offices in Aceh. Process and examine financial requests/reimbursement, funding request from these sub-offices.
2. Assists the RMO maintaining financial records of the said sub-offices accounts; code and record receipt and payments to PAS 2000, ensure accuracy of computations and completeness of supporting documentations.
3. Prepare reports on assigned accounts, noting problems resulting from excess cost or receipts; clarify problems with the sub-offices on coding, etc.
4. Perform monthly closure of the accounts; Maintain cash/bank books; In coordination with Treasury Assistant reconcile cash as well as prepare monthly bank reconciliation for books listed above as well as cash/bank of sub-offices.
5. Prepare the bank transactions, responsible for update of bank transaction statement when treasury assistants are on leave or on duty travel.
6. Prepare draft financial reports and submit to Resource Management Officer (RMO) for further delivery to ACO RS.
7. Verify and ensure correctness of all travel authorizations, claims and supporting documentations.
8. Print out all routing reports as generated from PAS 2000 for Resource Management Officer’s signature and mail them on time to MAC Manila. File all vouchers in numerical order;
9. Provide guidance to finance staff assigned to the above sub-offices;
10. Checking and verifying of the monthly payroll, preparation of Bank details for salary transfer.
11. Preparing of salary slips for local staff
12. Perform any other duties as may be assigned.

Desirable Qualifications:
Diploma in Accounting and/or Commerce will be highly regarded, or alternatively, a diploma or experience in these fields. At least three years experience in financial and cash handling tasks and should be familiar with excel spreadsheets, word processing and other computerized tools. Ability to work effectively and harmoniously within a team from varied cultures and professional background. Possess strong organizational and communication skills; detail oriented, committed, efficient and flexible.
Thorough knowledge of the English language.

Job Title : Quality Control Engineer

General Functions:

Under the overall supervision of the Community Water and Sanitation Project Manager and Project Officer, and direct supervision of Quality Control Coordinator, he/she will be responsible for the following functions:

1. Assist Project Officer in developing project strategies in terms of Quality Assurance, setting of over-all project direction, prioritization of activities in respect of objectives and agreed timeframe, and setting of benchmarks by which the success or failure of project activities will be measured.
2. Supervise Water Sanitation (WatSan) engineer and community facilitator staff and monitor activities to ensure that tasks are carried out effectively and efficiently. Report to Project Officer any substantiated staff performance concerns and recommend appropriate action to be undertaken.
3. Undertake periodic monitoring of ongoing activities, review project performance and recommend appropriate interventions and strategies to improve project implementation.
4. Evaluate the engineers, construction, field facilitator activities of the donor funded project and prepare recommendations to streamline procedures / implementation plans with a view of increasing effectiveness and efficiency.
5. Monitor the implementation of the project and provide overall guidance to field staff and local health partners and community; report information to Project Officer.
6. Create form Quality Control (QC) check list, QC flow chart activity, and other relation from due to has a standard QC check list procedure as guideline and references for QC team it self and also for each site engineer in the field.
7. Site Coordination with QC team.
8. Site coordination with site engineer coordinator, brief the site engineer to follow, full fill & submit all QC form procedures,
9. Project inspection to ensure high quality of work base on IOM specification/standard quality.
10. Identify and report, as per established procedure, include with impacts & recommendation to solve the problem to Project Manager, Project Officer and Quality Control Coordinator.
11. Provide and submit Weekly QC Summary report base on site inspection visit to IOM
12. Up date the site progress liaise with site engineer coordinator (project issues & solution)
13. Assist Project Manager, Project Officer & Quality Control Coordinator with additional requests.
14. Participate in in-house coordination meetings among the different sections/programs in the sub-office
15. Perform other duties as required.

Desirable Qualification:

University degree in Civil Engineering, Environmental Engineering and/or any other closed related field. Minimum three years experience in water supply and sanitation construction.

Ability to plan and organize own work, ability to establish priorities and undertake assigned tasks with minimum supervision. Good drafting and communication skill, both oral and written to produce reports, proficient in computer application.

Demonstrated ability to work in multicultural, multiethnic environment and maintain effective working relations with people of different national and cultural backgrounds.

Good knowledge of English.
