LOWONGAN: COMMUNITY OUTREACH COORDINATOR DI USAID

COMMUNITY OUTREACH COORDINATOR

1.1 Overview
Public consultation and community outreach - especially the linkages to
social and economic development -- are an integral part of the IRG's
subcontract with Parsons International. The Outreach Coordinator will be
supervised by the Deputy Chief of Party
and in his/her absence act as the DCOP.

The Outreach Coordinator is responsible for the following tasks requested by
USAID or Parsons the Prime contactor:
? Ensure village and Kabupaten involvement in sensitive land and
environmental issues.
? Keep counterparts in the BRR, Governor of Nanggroe Aceh Darussalam,
district and sub district officials, NGOs and other government agencies
informed of project needs and progress.
? Consult with keucik, mukim, kecematan, and kabupaten officials and assist
Land Acquisition Committees in Aceh Besar, Aceh Jaya and Aceh Barat in
efforts to purchase land for road construction. Keep villagers informed on
camp design and location, camp management procedures and employment
opportunities.
? Assist USAID and consult with local communities and kabupaten officials on
ROW and alignment issues.
? Prepare contact lists of NGOs and community leaders and other contacts.
? Identify and request the help of local institutions and NGOs to
disseminate project information.
? Coordinate Maintenance of Traffic (MOT) plans.

1.2 Detailed IRG Scope of Work
Overview - IRG's Outreach Coordinator will be responsible for working with
government counterparts, other USAID and international relief agencies and
projects, as well as local communities and civil society in establishing and
facilitating the mechanisms to: (I) identify specifics of construction
issues; and (2) assist the relevant parties to resolve them. These
mechanisms will be coordinated with the design, construction supervision,
environmental, communications, and other programs of the Project.

Facilitation - It is important to recognize that the role of the Outreach
Coordinator is to identify these issues in the context of the road design
and construction, and to assist local counterparts, including regional and
central government agencies, to resolve them. As stated in the USAID SOW, it
is not the responsibility of IRG to serve as arbiter in resolving disputes,
whether this involves payment of financial compensation or other forms of
settlement. Such responsibility belongs to the government.

1.3 Activities
The length ofthe road project, large number of affected villages (165), and
multitude of stakeholders involved, mean that major activities must take
place in many locations and with many stakeholders. Here are the major
activities for IRG Outreach to accomplish this Task:
1. Conduct public consultations in conjunction with regional government
agencies in Banda Aceh and in major villages or village clusters along the
ROW, in order to disseminate information in conjunction with the press
information and public affairs
program, and to solicit input and comments of community members and
government officials relating to the road, its design, construction,
maintenance, and associated impacts.
2. Coordination with NGOs efforts along the ROW, identifYing projects that
may have impacts on the design and construction of the road, and identifYing
projects that will in turn be impacted by the road, in order to ensure
efficiency of design and implementation.
3. Compilation and collection of village maps, spatial plans and tenure
shall be solicited through the consultation process and stakeholder meetings
in conjunction with government agencies.
4. Maintain a tracking system for land acquisition that is updated on a
weekly basis for project information presentations and for project tendering
documents.
5. Facilitation of government-led mechanisms to address disputes and
grievances that are identified especially in regards to Land Acquisition in
close cooperation with the BRR, the Governor's office, the Ministry of
Public Works, the National Land Agency, and Land Acquisition Committees.

1.4 Deliverables
1. Outreach materials for distribution at consultations to be developed in
conjunction with the Public Information Advisor and regional government
officials and USAID.
2. Questionnaire for stakeholder input to be developed, for three types of
audience: community; government; and international relief organization.
3. Minutes and documentation of consultations to be prepared and
disseminated to all participants and other stakeholders.
4. Regular reports on land acquisition, ROW issues, NGO concerns and other
issues as determined by USAID.

1.5 Qualifications
The ideal candidate will have:
? Strong written communication skills (English)
? Fluency in spoken Indonesian
? Understanding of Acehnese/Indonesian culture
? Experience in interfacing with both communities and government in a
developing country setting
? Strong analytical and problem-solving skills
? Strong management skills
? Ability to adapt to changing demands of the job as the project progresses.
