IOM is looking for Project Coordinator according to the terms of reference below. General Functions:

Under the direct supervision of the Water Sanitation (WatSan) Program Manager the overall guidance of the Chief of Mission and the Banda Aceh Head of Office, the incumbent is responsible for the management of the design unit and coordination of the engineering activities of the “Water and Sanitation Project”; including liaising with local government agencies. In particular he/she will:

1. Assist Project Manager (PM) in developing project strategies, setting of over-all project direction, prioritization of activities in respect of objectives and agreed timeframe, and setting of benchmarks by which the success or failure of project activities will be measured.
2. Supervise engineering field staff and monitor design and construction activities to ensure that tasks are carried out effectively and efficiently. Report to PM any substantiated staff performance concerns and recommend appropriate action to be undertaken.
3. Undertake periodic monitoring of ongoing activities, review project performance and recommend appropriate interventions and strategies to improve project implementation.
4. Coordinate closely with field based staff, IOM Partners (including government agencies and contractors) and Technical advisor (consultants) to ensure that all project outputs are delivered in a timely matter.
5. Develop and implement monitoring/evaluation strategies to ensure close monitoring of project outputs.
6. Ensure that requests for payment due to service providers and local suppliers are accurate and necessary. In the absence of the PM approve and sign payment requests or procurement request ensuring that all payments are supported by appropriate documentation.
7. Evaluate the operational and administrative activities of the donor funded project and prepare recommendations to streamline procedures /implementation plans with a view of increasing effectiveness and efficiency.
8. Ensure that all field based staff is aware of and strictly complies with IOM Operational guidelines.
9. Coordinate tenders for construction works and ensure quality of tender documents
10. Draft and coordinate construction contract with contractors and IOMs legal department
11. Monitor the implementation of the project and provide overall guidance to field staff and community
12. Assist PM in determining areas of cooperation with relevant government agencies in NAD to ensure effective and efficient implementation of the project activities.
13. Conduct situation engineering assessments. Including, submission of assessment and progress reports to the PM in a timely manner
14. Provide support to the project assistants, engineering and community facilitation staff and support teams.
15. Prepare and submit progress reports of the project activities to the PM
16. Participate in in-house coordination meetings among the different sections/programs in the sub-office
17. Undertake other duties that may be assigned from time to time which are commensurate to the position.

Desirable Qualifications:

University degree in Civil Engineering or Structural Engineering and/or other related sciences with experience in community, public health, particularly in post – emergency rehabilitation. Minimum five years of working experience including project management, administration and staff supervision. Previous experience in IOM a strong asset.

Excellent communication and negotiation skills; experiences in liaising with governmental as well as national and international institutions preferred. Ability to prepare clear and concise reports; Capacity to work independently; strong strategic and creative thinking; Commitment, drive for results, and effective resource management skills. Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

Language: Thorough knowledge of English and Bahasa Indonesia; Working knowledge of Bahasa Acehnese is an advantage.
